Prior to the adoption of the present form of city government, the City of Watertown was represented by a Common Council, composed of a Mayor and a Board of Aldermen. These men (the board was composed entirely of males, since women did not yet have the vote) were elected for a two-year term in 1911. This was the first Council with Aldermen representing twelve wards, since in the previous year, the number of wards had been increased from six to twelve.
